Folk on the Rocks Safe Space Policy

NWT Pride and Folk on the Rocks Safe Space Policy

NWT Pride and Folk on the Rocks support an open and safe space for all people. We encourage all organizations in Yellowknife that host events and programs to sign this safe space policy and to agree to cooperate with and enact this policy in full.

This policy recognizes that:

The people of Yellowknife, and its visitors, represent all sexual orientations and gender identities and come from diverse backgrounds and experiences, and

All people have the right to be free from all forms of discrimination, oppression and harassment, and

All people have the right to all forms of freedom of expression, and

All people have the right to be treated with respect and compassion at all times, and

All people have the right to provide or deny consent before any and all physical and sexual contact, and

All people have the right to determine their own safety, and

Yellowknife festivals are open to all people, and

Yellowknife festivals are intended to create spaces for all patrons to enjoy and experience the arts and connect, network, share ideas and learn from and with each other, and

Yellowknife festivals must actively ensure that they create welcoming, inclusive and safe spaces for all people, and

All people are responsible for creating safe and respectful environments for everyone.

Therefore, Folk on the Rocks and NWT Pride have created this Safe Space Policy for their respective festivals, and all events and programs associated with those organizations.

 

DEFINITIONS

Consent means the voluntary, freely given, active, and specific agreement to engage in physical contact or sexual activity.

Discrimination means to deny any person or class of persons any goods, services, accommodation or facilities that are customarily available to the public.

Oppression means the unjust or cruel exercise of authority or power, whether explicit or through systemic policies and behaviours.

Harassment means the act of systematic and/or continued unwanted and annoying actions of one party or a group, including threats and demands.

Alternatively:

Harassment means a form of discrimination that involves any unwanted physical or verbal behaviour that offends or humiliates. Generally, harassment is a behaviour that persists over time. Serious one-time incidents can also sometimes be considered harassment. Types of behaviour that constitute harassment include, but are not limited to:

 

  1. Written or verbal abuse, threats, or outbursts;

  2. The display of visual material which is offensive or which a reasonable person ought to know is offensive in the circumstances;

  3. Unwelcome remarks, jokes, comments, innuendo, or taunts;

  4. Leering or other suggestive or obscene gestures;

  5. Condescending or patronizing behaviour which is intended to undermine self-esteem, diminish performance or adversely affect conditions of participation;

  6. Practical jokes which cause awkwardness or embarrassment, endanger a person’s safety, or negatively affect performance;

  7. Any form of hazing;

  8. Retaliation or threats of retaliation against an individual who reports harassment;

  9. Bullying;  

  10. Offensive or intimidating phone calls, texts, voice mails or emails;

  11. Displaying or circulating offensive pictures, photographs or materials in printed or electronic form;

  12. Psychological abuse;

  13. Discrimination;

  14. Words, actions or an environment which is known or should reasonably be known to be offensive, embarrassing, humiliating, demeaning or intimidating; and

  15. Behaviours such as described above that are not directed towards a specific individual or group but have the same effect of creating a negative or hostile environment.

 

Section A: Creating Respect

 

  1. All events and programs produced, hosted, managed or promoted by the undersigned organizations shall be a safe space for all people.

  1. All people attending any such events and programs shall be free from experiencing any harassment or discrimination based on any of the following:

  1. Sex;

  2. sexuality;

  3. gender;

  4. gender identity;

  5. gender presentation;

  6. sexual orientation;

  7. race;

  8. religion;

  9. ethnicity;

  10. skin colour;

  11. nationality;

  12. national origin;

  13. ancestry;

  14. immigration or refugee status;

  15. language;

  16. age;

  17. ability;

  18. size; and

  19. clothing.

  1. All people attending any such events and programs shall be free from experiencing any of the following:

  1. Physical and sexual violence;

  2. Physical and emotional abuse;

  3. assault;

  4. harassment;

  5. unsolicited inappropriate physical contact;

  6. non-consensual sexual attention;

  7. non-consensual objectificaiton;

  1. non-consensual touching or flirtation;

  2. hatefulness;

  3. shaming;

  4. bullying;

  5. offensive verbal comments;

  6. deliberate intimidation;

  7. stalking; and

  8. following.

 

SECTION B: AWARENESS

  1. The undersigned organizations shall communicate this policy publicly to all patrons of their events and programs through means including, but not limited to:

    1. the organization’s website;

    2. the organization’s social media accounts; and

    3. posters made easily and clearly visible and in plain sight in the event space.

 

  1. The undersigned organizations shall communicate this policy to all volunteers, directors and staff through direct communication via email or written notice.

    1. all volunteers, directors and staff shall additionally undergo safety training, as deemed appropriate by each organization; and

    2. all volunteers, directors and staff shall sign a declaration of acknowledgement stating that they have read, understood and will cooperate with the safe space policy described herein.

 

  1. The undersigned organizations shall communicate this policy to all third-party vendors through direct communication via email or written notice.

  1. The undersigned organizations shall communicate this policy to all performers through direct communication via email or written notice.

Section C: ZERO TOLERANCE

  1. The undersigned organizations shall not permit any violations of safe space, as outlined in Section A, to occur at, in, or during the events and programs produced, hosted, managed or promoted by such organizations.

  1. All patrons, performers, third-party vendors, volunteers, directors and staff at the events and programs produced, hosted, managed or promoted by the undersigned organizations shall cooperate fully with such organizations in maintaining a safe space, as outlined in Section A.

  1. The undersigned organizations shall treat all allegations of harassment, discrimination and physical and sexual violence seriously, in a timely manner and with respect, compassion and professionalism.

    1. Any person(s) bringing forth an allegation of harassment, discrimination or physical or sexual violence shall be provided with appropriate support, as made available by the organization;

    2. Any person(s) bringing forth an allegation of harassment, discrimination or physical or sexual violence shall be provided the opportunity to file a formal charge with the RCMP, but will never be forced to do so.

    3. Any person(s) bringing forth an allegation of harassment, discrimination or physical or sexual violence shall be asked to confidentially identify any perpetrator(s) to event staff, but will never be forced to do so; and

    4. The organization shall make every attempt to ensure that the alleged perpetrator(s) will not come into contact with the person(s) bringing forth such an allegation.

  1. The undersigned organizations shall have zero tolerance to any violations of safe space, as outlined in Section A, by ensuring the following:

    1. Any person(s) bringing forth an allegation of harassment, discrimination or physical or sexual violence shall be listened to and believed in order to ensure their safety is not compromised; and

    2. any patron reasonably considered to be in violation of this safe space policy shall be immediately removed from the event or program for the duration of the event or program;

    3. any volunteer, third-party vendor, director or staff considered to be in violation of this safe space policy shall be immediately removed from the event or program, or otherwise moved to a location or duty that does not interact with the public or would in any way risk that person from violating the safe space policy again with any patron of the event or program.

The undersigned organizations have read this safe space policy carefully, and agree to cooperate with and enact this safe space policy at all events and programs they produce, host, manage or promote.
